He has no real properties and no liabilities. Mariano was also the poorest lawmaker last year. It seems that unless your are related to one of the 21 families that runs the Philippines, the only other way of getting rich is by being a politician! Even here in the states congressmen and senators CAN CONDUCT insider trading. They can call a witness to testify before their committee and if they hear that something is going to happen, they can buy stock, property etc etc. All legal.
