I feel they should ban multiple children riders in the city also. 11/01/2011 A lawmaker has filed a measure seeking to prohibit motorists from carrying a child three years and below on motorcycles along national highways. Manila Rep. Ma. Theresa Bonoan-David authored House Bill 5345, which aims to provide safety measures for all riders and passengers to avoid injury or fatality, especially for children on motorcycles. However, the bill will not cover the provinces where there are no considerable vehicular traffic and where motorcycles are the only means of transportation.Bonoan-David said recent accidents have occurred where children were severely injured while riding on a motorcycle because these children lack the development skills to pay attention and properly secure themselves while riding. “The State recognizes its role to maintain at all times the safety and protection of children,” Bonoan-David said. I dont know Mr. Lee. I am torn about this type of thing. One of the great attractions about moving to the PI is the light hand of Big Brother. Oh big brother is out there for sure, but acts more like a cousin sometimes. I remember one time riding as a passanger with my Brother in Law, He whipped a Uie that would be illegal in every country in the world, looked at me and said "democracy in action". this post doesnt make a lot of sense but................

Yes I hate big brother too, but it always worries me when I see a lot of children on a cycle without even a helmet, knowing they might die if in the slightest accident. Maybe a mandatory helmet law for children might help since adults are old enough to decide for themselves, yet for myself, I would not ride without a helmet.

I hate big brother too and yes i love Philippines for more freedoms. In this case though i totally support it. Here where i live the ones i see speeding like devils in a residential subdivision is kids aging 8 to 15-16. Yes at the age of 8 riding a motorcycle, parents...taught them how to ride it!!!!!!!!!!!!If a law is there banning them from driving these things perhaps a few parents will reconsider buying to their kids a scooter at the age that they max should have a bicycle like all other kids. Might save a life or two.

Have to agree with Mark on this. It is sometimes very easy to get a new law passed. Being able to enforce that law is a whole different problem. I am aware of the flip flop and helmet law as I am sure the police are. I however see violations driving by the parked police all the time. I do however bet that if they saw me on a motorbike with no helmet and wearing flip flops that I would be stopped and asked for a donation to the officers lunch or dinner.

It is because passing a law is not enough in this country. The Department of Transportation must then issue guidelines for the full implementation of Republic Act (RA) 10054 or the Mandatory Helmet Act of 2009. This has not been done so there is no requirement to enforce the law. My reference

Be careful. Yes the laws are not enforced. That's because most Filipinos have little to no money for the enforcers to collect so it makes the law moot. But, a foreigner is another story. Since we are all presumed rich, they will go out of their way to enforce the laws on us. We can't even fight it because to do that presumes we have rights where we have none. Again, be careful. The laws for foreigners are different from locals.

I have to agree to banning children from riding on motorcycles ,3 4 and 5 riders is too much. bikes were designed for 2 riders max. but riding as an adult, i always say LET THOSE who RIDE DECIDE, As past VP. of street bikers united, hawaii. ( www. sbu maui.org) i dont like helmets. and have never owned one. adult riders have a say, while children are put in that situation by adults. too many cheifs not enough injuns. in da wind ej. :cheersty:

While riding without helmet when I was much younger I also did not like being told I had to wear a helmet and still to this day I have taken short rides on our motorbike without wearing my helmet. But, after having three very close friends killed in motorcycle accidents, all of which would have lived had they worn a helmet. It is no different than the law saying we have to wear seat belts (in the US). None of us like being told what we have to do, but if our lives or somebody we love, then I guess it is not such a bad thing. Would love to hear MIkeB's comments on this topic.
