I dont see the big deal as natural disasters can happen at any time any place so whats new about the FDIC advice?

Nothing new, just the timing and the fact that the FDIC is for insurance of deposits, so it makes me wonder why they felt the need to go into natural disasters unless the government is now discussing them.
