As long as the "divers user's fees" are reinvested towardsimprovement of the proposed dive site, it could be another diving mecca of pristine and colorfulunderwater world of the Philippines. I hope what ever the mechanisms they are talking about include restrictions to preserve the area,proper waste management from an increase in visitors and generally ensure it does not become something with only a short life span dew to mismanagement.
