What we suspected in now offical. There are no longer any aircraft flight worthiness certification or inspections done in Philippines! CAAP deputy director Daniel Dimagiba said the lack of spot aircraft airworthiness checks at the airports for small planes taking off at the runway could be blamed for the crash.Dimagiba lamented the CAAP, particularly its Flight Standards Inspectorate Service (FSIS), has not been conducting aircraft worthiness checks especially on light planes of small airfreight firms in recent years.“The CAAP has not been conducting spot airworthiness checks before they take off. It was SOP (standard operating procedure) during our time when we were deputy director general for operations. The Civil Aviation Authority of the Philippines should now get off their butts and ground all air frames (private and commercial)until they pass air worthiness checks. Their final signature should be an actual check ride on the plane they're inspecting. Additionally, having a massive slum population under approach and departure corridors is another problem that will never goaway. Should I say something about the state of affairs in the maritime safety record? Same old chit........

Actually, it is easier than you might think by contacting retired mechanics and inspectors to do volunteer work. As a lot of these guys get older, they way want to 'be a part of it again' and donate some hours every week. Any issues to be reported to a CAP offical on duty to take care of it and make any final decisions.By simply passing a new rule, inspections can be at a set fee of say (____) per engine for a simple visual inspection and flashlight / mirror inspection of the frame to find the major issues. This money more than pays for the meals / transportation and incidentals of the volunteers.
