volstateguy Posted February 16, 2012 Posted February 16, 2012 Since when does the FBI have jurisdiction in the Philippines? What this article doesn't say is if the FBI came of their own accord or if they were invited by officials in the Philippines. Very interesting to say the least. http://www.centralluzondaily.com/index.php?view=read&article=606CAMP OLIVAS, Pampanga – Central Luzon police authorities will brief today (Feb 15) the Federal Bureau of Investigation (FBI) on cases involving Americans in Angeles City and other parts of Pampanga and Region 3 areas, it was gathered yesterday. A team from the United States FBI led by Jim Windsor, stationed in the Manila embassy, will be welcomed by Chief Supt. Edgardo Ladao, Director of the Central Luzon Police, for the scheduled briefing slated early in the afternoon. In Angeles City, the chiefs of police in three stations there would be giving their updates on cases involving American nationals. At least eight incidents have been recorded, including the celebrated Albert Mitchell cold-blood murder. “All the cases in Angeles City involving Americans have been cleared,” said a police officer who declined to be named as he is not allowed to talk to the media. He said the suspects in these cases have been identified and criminal complaints have been filed in court. In Pampanga, at least three cases have been recorded in separate places in the province. Police sources, however, declined to elaborate further the details of the case conference which will be held in this regional police headquarters conference room. Aside from Americans, there are other foreign nationalities which have fallen victims to lawless elements. Last year alone, at least 11 cases involving transient tourists and other visitors remained unsolved and momentarily shelved due to lack of witnesses that would identify the suspects. Jim Sibbick Posted February 17, 2012 Posted February 17, 2012 Sounds like standard operating procedure to me.I have a friend from the USA who is a known "dissident". He says the FBI check on what he is writing on line in the Philippines.Regards: Jim
Mike S Posted February 17, 2012 Posted February 17, 2012 There have been as the news report says a number of Kano's killed in Angeles over the past couple of years and all the good sexpats that visit there are getting very upset because no one has been charged with the crimes and it is scaring away some of the bar owners lucrative business .... I have been following one board there in particular for the past 15 or so years and it's the same old crap ...... mess with someone's girl friend or toss you girl of the day out on her ear and you are setting yourself up for a real problem ..... also a number of bar managers and owners have been murdered for I'm sure numerous reasons such as greed or the for mentioned girlfriends ...... also with large amounts of alcohol .... prostitutes ... drugs and money involved you are going to have these sort of problems ..... the foreigners enjoying all these things just can't see it and want to have a safe and home like atmosphere while partaking of their illegal activities ...... well at least the drugs and prostitutes are illegal ..... these same sexpats can't bear the thought that some of their own kind could ever be involved in some thing wrong and so it must be the locals (Filipinos) who are bumping them off .....It seems some popular papa-sans have been killed over the past year and their friends and comrades want the murders solved so I imagine they complained to the US Embassy (like a lot of good that will do) or someone with connections contacted their connections when they got back to the US after they returned from their 2 weeks of debauchery and are now back in the roll of model citizen ..... husbands and fathers ...... ain't nothing new here ...... when ever you have all the ingredients of this volatile cocktail in place it will explode ..... prostitutes + alcohol + drugs + money = death ...... IMHO
volstateguy Posted February 17, 2012 Author Posted February 17, 2012 Mike I definitely agree that Angeles has all the ingredients needed for a risky situation. Have to much to drink, piss off a bar girl's Filipino boyfriend or husband, or appear as a threat to a bar owners business and you can quickly meet your demise. And of course no body sees anything. It just seemed strange to me that the FBI is looking into the murders. I think you may be right in that someone with connections may have made a call. But at the end of the day, what authority does the FBI have there? Perhaps assistance the Philippine authorities in an investigation?

IMHOI think your information is somewhat outdated. While there certainly is no shortage of sexpats, the greater AC area has a very large expat community of retired military people with wives and families.Like the US mafia in past days, there has been a intrusion, not always friendly, by Korean businessmen who now own greater than 50% of the bars. Koreans are far more willing to budget money for 'grease' than Kano / or Queen's subjects as bar owners. As I understand it, the 'new' sexpat go to place is Thailand where the government is really tolerant of such things as long as the economy is good. This follows the theme of Ft. Lauderdale and college spring breaks of the pre 1990s and post 1990s. Pre 1990s, hundreds of thousand of kids would come and party for years during spring break. But with a regime change at the city level, 'they' decided to push a family themed city. Many bars / mom and pop hotels went under as they were geared to a huge (needed) cash influx for spring break. Property changed hands and it was a rough 10+ years until the money started coming in again. It appears that with the US grand standing on human trafficing and pressuring the Philippines to 'stop it', that many small time operations will close up and only those paying grease (see above) will be in business in 5-10 years. What is also interesting is than NOW, some journalists are questioning the child trafficing numbers and they DON'T add up. Questions are being asked and a lot of money is changing hands to stop this supposed trafficing. The people collecting the money are now refusing to address the questions and are trying to 'deflect' the scrutiny by saying those who ask questions must think child trafficing is acceptable. There was AGAIN a high profile and public education push about human trafficing for the super bowl. As usual, no real human trafficing.... but that simply means that the government's efforts are working! :mocking: Most people see one of Segal's or similar movies about rescuing the poor white girls who were kidnapped and made to be prostitutes...... but there is a huge difference between reality and a movie. In reality, most recent federal cases have been wanna be rapper / thugs and their underage groupies selling sex. It is only after being caught that the girls say they were forced.... With the drug use and women who are addicted and willing to sell themselves to support their habits, there is no real need to look for some fantasy Russian mobster with a room full of women chained to a wall and you pay him $100,000 ++ USD to buy her..... Same with AC. No shortage of willing women of all ages with families to support. But it looks as if unless those women can get to Thailand... their families will go hungry and school fees not paid.... so WHO is being hurt in the long run? While I have never been and have no plans go to to AC, I understand there is a big building boom and it may be possible they city is also trying to follow the path of Ft. Lauderdale. The FBI is simply a publicity plan to show that the government is taking expat crime seriously and that AC is a safe place to buy a condo and live..... Mike S Posted February 17, 2012 Posted February 17, 2012 I think all they can do is assist the local police in looking into the cases and maybe give them some tips ..... officially unless an American killed someone here I don't think they can do anything ..... kinda like the US military in Sulu all they can do is advise ..... now if they are here to look for something else than they can wait until that person goes back to the US and they can nab him ...... it is kinda strange as I didn't think the FBI got involved with plain jane murder cases ..... like I said someone has connections ..... I have heard of only 1 of the murder cases resulting in actual arrests ..... and although the family of the perpetrator (he is Filipino) has money they refuse to help him in any way ...... he had committed a bunch of murders of foreigners and their wives and helpers in the Angeles area ..... but as I said he is in jail and awaiting trial
Mike S Posted February 17, 2012 Posted February 17, 2012 I think your information is somewhat outdated.Sorry Bruce but I read 2 Angeles boards daily and their is NO decrease in sexpats to that area ...... if anything it is increasing ..... there are huge multistory hotels going up in the area of the bars and these ain't cheap ...... Koreans are going to Angeles by the plane load now as Clark has direct flights to many Asian and European countries .....It is funny that Subic has become the home of some of the more famous club and restaurant owners due to the crap going on in Angeles now days ...... dean01 Posted February 17, 2012 Posted February 17, 2012 Some of the guys in the FBI wanted a holiday to PI so they just invite them selves here. To make sure the press do not leak it they sent out the press release. Nothing will happen and you will not even notice they are here. Just for a joke guys in AC should wear FBI tshirts.
Call me bubba Posted February 17, 2012 Posted February 17, 2012 (edited) The FBI has been a part of the US(worldwide) embassy functions since the 1980'sthe title of the office or his position is LEGAL ATTACHE,it is to serve as a LEGAL LIAISON between host country and THE US (legal). I am not 100% sure of his or hers exact duties.THE FBI is here to serve the US legal interests,to assist the local government in crimes that affect the citizens of (home country)if a person is wanted by the US or some state . This is often the point man who will work with the many agencies to bring the "person" home to justice.About 2 years ago, Several tourists was robbed and drugged, the LOCAL authories was "helpless or clueless" to assist. The victims sought out the US EMBASSY help(Legal attache), with the offices help or (cough) assistance to the PNP these crimes was solved, the persons who committed these crimes was arrested, just curious , has any member of this Forum ever meet any embassy staff at a local function(not at the embassy)they are just like me and you..When you do meet, thank them for the HARD WORK they do to help US when the "locals" cant.yes they may be LIMITED in what they can do, BUT I MEAN they WILL DO WHAT they can,NOT unlike "SORRY SIR"(crap) that is said by the localsI know of 1 member who has THANKED THEM.(who knows, they maybe READING US NOW)Bubba has now left the Topic Edited February 17, 2012 by Call me Bubba
