I seriously doubt Filipinos would agree to voluntary sterlization. Indira Ghandi tried it for India offering the poor money, free radios and other incentives. The poor resisted, so India tried forced sterilization until she was assassinated by one of her guards.California practiced forced sterilization on about 20,000 of their residents. The program was so incredibly efficient that Adolf Hitler and his Nazi Party asked California for help. California sent them books and manuals. This became the basis of the Nazi Eugenics program and the attempted extermination of the Jewish race.

the CARROT and STICK approach.if they will practice "responsible" behavior they will receive assistance. NOT being "responsible" nothing or less $$,, yes we are outsiders and should NOT interfere w/certain family issues. BUT ..We are supporting them in someway .some manner.If they want our "$$" should certain guidelines/rules be made ??If they dont want our $$ , go ahead and BREED and BREED dont expect our money to support "wreckless" behaviour Yes I do have an agenda,(its about money and perhaps saving a life )if my money is helping some one It should be USED WISELY. their should be certain rules to be followed when we was children, if we did some household chores we earn certain privileges correct?what is the difference?? The one-child policy in China continues today but it's enforced by fines and forced abortions and sterilizations, not taxes.
