Need Wheelchair Donation

I have a Filipina friend who needs a new wheelchair. She had polio as a youngster and now at 33 she is confined to a wheelchair. Her present chair is 10 years old and is a wreck. Her family is extremely poor so buying a new replacement is out of the question.

Does anybody know of any NGOs or private businesses that do wheelchair donations in Cebu area? I contacted Rotary Club Cebu but no response (no surprise.) Suggestions please! Thank you.
