What can one say but  DAVAO City has three district hospitals, but only one is actually operating -- the Paquibato District Hospital in the Second District. The two others are in Tibungco and in Marilog. But the two others, while built several years back, could not take in any patient. The Tibungco District Hospital was built without any allocation for its operations, staff-wise and facility-wise.The one in Marilog does not have water. These two non-performing assets finally got the collective attention of the Davao City Council just over a month ago.In a bid to make use of the Tibungco hospital building, which was built using the countrywide development fund of erstwhile Second District Rep. Manuel Garcia, the city council approved the transfer of the building to the care and management of the city by giving Davao City Mayor Rodrigo Duterte the authority to sign in behalf of the city. The measure aims to give the indigent sector of the city easier access to medical services, especially because indigent patients are already overflowing at the Davao Medical Center that because of the sheer volume of patients cannot just take in those who only need primary care.Councilor Jose Louie Villafuerte said, in an earlier interview, that Councilor Samuel Bangoy, chair of the committee on health and proponent of the Tibungco Hospital turnover, will immediately meet with the City Health Office to make plans so that it will be made operational as soon as possible. It was under the committee on government enterprises, chaired by Villafuerte, that the hospital turnover was heard."Apil pud ang hospital sa Marilog na walay tubig, pangitaan pud ug paagi [We will be including the district hospital in Marilog which until now does not have water]," Villafuerte said."This will bring the Lingap Service of the mayor closer to the people in a district. Dili na kinahanglan muadto pa sa City Hall. Makatipid sila sa tambal ug sa pamasahe [They no longer need to go to the City Hall. They can save on fare and medicines]," Villafuerte said.Dr. Joy Villafuerte, City Health Officer, confirmed that P1-million has already been allocated to jumpstart the operation of the hospital. The idle buildings, however, underlines the need for coordination between projects of the different government officials, specifically, between the local government and the city's representatives to Congress who have access to funds that allow the construction of health facilities. After all, the City Government most of the time has to take in the slack of the National Government. At a larger scale is DMC's Heart Center that cannot operate at full-steam, simply because there has been no plantilla positions opened for personnel, the rank and file and utility crew who man the nitty-gritty of making and keeping records, and maintenance. The scale may be different, but the problem is the same. With no hands to run a daily operation, a hospital building cannot run itself.

well its common for "THESE" people to do this. if this was in a 1st world country that ACTUALLY CARES for the people it would never happen. as the article states it was a "PORK BARREL" project. since it occured in Davao, maybe the DDS would put an end to these things that hurt the common person that helps.
