Most of us think a FIL-AM is a person with Philippine and US citizenship. What about the ones who are dual citizens of Canada and Philippines or Australia and Philippines? The total includes naturalized citizens, legal permanent residents, temporary residents (for example, H1B1 visas holders and students), and undocumented residents. I haven't found the numbers for Canada, but entry of the estimated 400,000 Filipinos was more recent. I estimate more than 70% were not Canadian citizens at the time of their birth. Those born in the Philippines and then changed their citizenship can apply for dual nationality. I don't know about Canada, but the United States does not recognize dual nationality.
