The fact that militants such as Abu Sayaf don't respect the IRC's neutrality is bad enough but any harm they inflict on the three IRC workers will reflect very badly on the President and her Government. They had a chance of peace last year, but vocal voices rejected the deal.I'll never understand the logic of blaming someone for failing to prevent a crime rather than blaming the person who commits the crime. The people responsible for terrorist acts and kidnapping are the terrorists and the kidnappers, not the govt. of the country the crime takes place in. I'm sure the govt. could resolve this situation today if they agreed to pay ransom demands, but all that does is encourage more kidnappings in the future.
