To find a "secure" condo in Makati for less than 1000 USD is gonna be a hard search. Security for some condo buildings is only a guard at the entrance. The best security is to lock your valuables away and not brag to anybody what kind of expensive toys you have. I think it's better to rent a (hotel)room for a while, look in local newspapers for adds or walk around and look for possible rentals. It may take some weeks before you find something suitable to your needs. Going with an agent will only increase the rent and they show you what they value most.
