So its a private contractor doing the inspecting and charging the fee?

There may be contractors in the process but it would be supervised by DHS agents.

It says nothing about exports that I can find.

DHS is heavily involved in exports and they are heavily regulated. I worked for a shipping company for 29 years and export paperwork is almost as intense as import. This especially applies to high tech exports. We often had small export shipments inspected.

I also read that there was a big bust of guns in BB boxes a while back. Maybe I read it here on the forum.
