Searched the new site regarding the onward ticket :

 

Guidelines on Entry Visas of Temporary Visitors to the Philippines

A. Nationals from countries listed below are allowed to enter the Philippines without visas for a stay not exceeding twenty-one (21) days, provided they hold valid tickets for their return journey to port of origin or next port of destination. Department regulations require that passports are valid for a period of not less than six (6) months beyond the contemplated period of stay. However, Immigration Officers at ports of entry may exercise their discretion to admit holders of passports valid for at least sixty (60) days beyond the intended period of stay.

No mention of the onward date on the ticket. I will be returning from Macau soon on Cebu Pacific and my onward will be 59 days from then. I will check in early with a copy of this with me and a saved web page in my laptop. Wish me luck ( not at the airport but at the casinos!)

The 21 days is old and should be updated to 30.

 

You will probably be fine from what I have heard, but if it was me I would keep looking for a really cheap ticket within 30 days, just as cheap insurance.  I bought my Air Asia throwaway, CEB-BKI, for only 581 pesos.

Air Asia to BKI, Malaysia from Cebu. You can search by the week or month for the lowest price. Air Asia must have many fully booked yet half full flights going to BKI.

Cebu Pacific and Air Asia have made a point on every occasion of Having an outbound ticket booked within 21 days.  

 

On one frightful occasion coming from Macau with 30 mins to board I was told I could not check in without it.

 

Had to make a rush call to the office to get an outbound ticket bought sent to me via email, only to be told I'd also need a copy of the Credit Card used for the transaction AND copy of a Valid ID of the owner. 

 

Made it with about 1 min to spare (thankfully Macau is a tiny airport), but made darn sure that I always have a throw-away every trip.

 

PAL never asked me, 3x prices must put off some of the potential illegals :p  

 

We just returned from Macau on Cebu Pacific and was not asked for an onward ticket. I had one with me just in case. I also got a 29 day visa extension at Terminal 3 in about 5 minutes (the amount of time that it took for the guy to go upstairs to get the receipt). We had no issues with my wife going and coming.

In the 4 leg trip, Cebu Pacific was delayed 3 times 45 minutes to 1 hour due to air traffic congestion in Manila and twice we had to change boarding gates at the last minute. But soon they will have 16 million tourists coming and it all will be run in an orderly fashion.

Yes, my wife is filipina....but she is my common law wife and they don't have a common law Balikbayan visa. My wife (common law) is going through an annulment now, and since August 2012 we have had only the 1st hearing. We do have a form signed by a lawyer stating our common law declaration that we use when applying for her visa to Canada. After the annulment, if we do get married, it will not be in the Philippines. IMHO, visa extensions are the best way to go. I stay only 2 or 3 months at a time and then I return to civilization. I did stay once for 8 months.

The couple times I've looked for cheap onward tickets, I've seen great advertised prices, but with a subnote about fuel surcharge and perhaps one other fee (excluding fee to leave country). Are you required to pay those fuel surcharges at time of purchase and/or did your ticket include a fuel surcharge? The total for the tickets I've seen is still well under 4000 pesos, but 581 pesos is much cheaper. :)
