The pics I see are as close to Cebu flyovers as filet mignon is to a big mac. I guess you will have to see both as I have. (Don't forget I drove anywhere in North America that you can get a Greyhound bus to and never saw anything like the Cebu flyovers but if yours has been built in the last 10 years I admit I have not seen it). It joins 4 motorways Together (Highways ) it is over 40 years old. Now, This IS, a fly over. Mind boggling to drive it. One wrong lane change and it is back to the Start and maybe a 40/45 min turn a round. Not odd if they don't build flyowers in Cebu, as long as many highways in provinces have big holes and some highways are even partly gravel! :) (=It looked as they got out of money to concreete in the middle of the road building/repair...)
