Well there are no shortage of news reports with the family saying WHY? They got what they wanted.... he did not fight back... why did that have to shoot him? In some cases the person being robbed still gets killed but I think I would rather take the risk and give it to them because not every case ends in death. If you attack a tourist, both the city and provincial government practice a different style of justice, much to the dismay of human rights groups. The problem was the mayor hinted it was part of his tough on criminals political campaign. A priest led the media campaign to stop the practice. Cebu is a vigilante group supposedly with no ties to law enforcement. The police fails to captured an armed robber, but the family receives a call on the robber's mobile phone as to where they can collect the body, usually an empty field. Human Rights groups complain, the government promises an investigation, nothing happens. Kindly note there were just a few incidents, but criminal elements immediately got the message. Repeat offenders like pickpockets released from jail are told to make Metro Manila or another city their new home. I was told they are offered money for transportation. Cebu City "vigilante group" was very active up until about four years ago averaged about one summery execution a week. Adonis Dumpit was most likely one of the leaders with support of Mayor Tom. Cardinal Sin the USA and other leftist groups pressured Tomass to run the group underground.
