Draconian But Effective Deterrent To Public Urination In Philippines

My wife (filipina) tells me the story of how the Philippine ambassador was taking a walk with his counterpart while in Japan.  He sees a man urinating against the side of a building and says, "I see you have the same problem with public urination that we have in the Philippines."   The Japanese ambassador looks over at the man, turns and says, "He is not Japanese, he is a Philippine tourist."  :hystery:
