Mike S Posted July 11, 2013 Posted July 11, 2013 To me there is a distinct difference between the term bribe and gratuity (or token of appreciation) ..... a bribe is paid BEFORE the act ... request ..... service or item is preformed ...... a gratuity is paid AFTER .... If a question was asked have you ever paid for something before or RECEIVED something before than more than 50% of those being surveyed here in the Phils would have to say ... yes ..... point in question is the elections .... it is a well known fact that 100's of 1000's of people received bribes before they voted during this time and that is just the tip of the iceberg ..... multiply that times the so called "coffee or snack money" paid to law enforcement personal .... government employees and the likes and there is no way only 12% of the population has paid or received a bribe .... But as I have stated before .... you can make a survey say anything you want just by the way you word the questions or to whom you present the survey to ...... Maybe for the the Philippines they should have reversed the question, "Have you ever received a bribe during an election?"
