Before the netowrk capacity is exceeded, the ISPs will do away with unlimited access plans and begin charging by the amount of bandwidth consumed. This is already happening with some cable companies in the US. The alternative is throttling traffic from high bandwidth sites/services such as YouTube or BitTorrent.
