Of course, they don't count organized crime in the figures, so who knows what the actual solve rate is. The only conclusion I can reach is that the economic situation is creating criminals faster than they can be killed. Vigilantism like that is satisfying on a visceral level, but all it does in the end is create more violent crime and more criminals. If a criminal knows he may be killed for his acts, its in his best interest to ensure there are no witnesses.They should take that P420 million war chest and use it to create jobs and opportunity for the citizens rather than killing or jailing them.
