Sm Wants Roads Fixed Before Mall Opens

SM Prime Holdings Inc. is asking the Cebu City Government to implement three projects at the South Road Properties (SRP) to support their mall and

hotel projects there.  In a letter to Vice Mayor Edgardo Labella, SM Prime Holdings Inc. regional operations manager for the Visayas Sherry Tuvilla said

the City needs to complete the construction of a commercial road and interior roads adjacent to the SM Seaside City complex.  The City also needs to

widen the Mambaling Access Road.  These projects, Tuvilla said, is in preparation for the opening of their mall in September 2015.

 

SM offered to shoulder the cost of the construction of a commercial road at the SRP on the condition that their expenses will be deducted from their tax

dues.  Mayor Michael Rama, however, is not amenable to SM’s proposal because this could deprive some of the City’s services and projects of the

needed funds.

Do you guys see what I see?  It's negotiation time between the mayor's office and SM Prime.  It's really about who's 

got the biggest under the table deal.  I suppose there will be a compromise -- bribery for the mayor's signature.

 

It's going to be a major undertaking.  It's not only access roads but also the other infrastructures, like sewage, water,

electrical and traffic flow designed to compensate population growth for the next 10 years.  It sounds like logical

planning for SM Prime and city engineers but they need to cut back on a few things.  For example, the thickness of

the access road must be strong and long lasting enough to support heavy trucks and machinery.  

 

But instead of laying down 12" concrete, only 6" was applied.  Someone is sacrificing materials in order to recovery

his bribery money to the mayor's office.
