Cosap chief Alice Utlang welcomed a City Council resolution asking her office to conduct the tests. She said this was already discussed in the Cebu Anti-drug Abuse Council. However, Mayor Michael Rama isn’t keen on the idea and said the tests may not be necessary. “We already know there are drug problems and that it exists even among the high school students. It should not just be testing. Action has to be done,” Rama said. Drug testing in public schools? (CDN FILE PHOTO) He said he’s been instructing the police to identify drug lords and areas that are possible mobile drug laboratories. “If there is no source, there will be no buyers,” Rama added. The mayor, however, is not totally opposed to the idea. According to Utlang, the mayor wanted them to complete the drug testing of barangay officials and employees before they proceed to random drug testing of public school students. Cosap has adequate resources for the school-based drug testing, she said. Cosap will start preparing for the next stage and will meet school officials, parents and students themselves. She assured that the tests and their results would not be announced. Those who volunteer to take the test will not be named. According to the Dangerous Drugs Act, said Utlang, said conducting random drug tests in schools is needed to determine the prevalence of drug use among students and assess the effectivity of school-based and community-based prevention programs. It’s also important to facilitate rehabilitation of the users and to strengthen collaborative efforts among different concerned agencies. The City Council approved the resolution sponsored by Councilor Noel Wenceslao requesting Cosap to conduct random drug testing among high on high school students. The resolution noted that there has been an increase in the city’s crime rate which includes youths engaging in illegal drug use. There were reports of high school students hooked on illegal drugs. “The present situation dictates legislative intervention, thus random testing of secondary students in schools within Cebu City is a means in eradicating illegal drug use among the youth, and in achieving a drug-free learning environment,” said Wenceslao, who heads the committee on education. ‘I want the source’Utlang said she earlier briefed the mayor about the plan and that the mayor was amenable but said they had to complete the drug testing on barangay officials first. The students and maybe some teachers know which students are using illegal drugs so those are the students who should tested. If I was a student I would submit to a drug test if it was a urine test but I would strongly be opposed to a blood test if I wasn't a drug user. I'm extremely allergic to anything green, smoked and illegal... hehe! Still, if anybody asked the teachers or anyone else at school, well, I probably would be the one singled out! Like most things here, it will start off in a gust of righteousness, then it will upset some some kids of 1 or 2 dignitaries, or maybe the kids of the very ones they are after. Then problems will start, excuses as to why it can't be continued, why bother starting, a time and money wasting exercise, that will as always, come to nothing. He made the challenge on Monday following reports of policemen coddling drug personalities. “You are not only destroying yourself. You are also destroying the future of our people and country,” he warned. Bañas, who makes the campaign against illegal drugs his top priority, said he will do surprise inspections and drug tests in police units. “I want the community to erase doubts on us. If you have been using or involved in any illegal activities, it’s time for you to reform,” he said. Policemen who are found guilty, Bañas said, will be dismissed. There will be no more second chance after he already gave a warning and laid down his policies. “We can’t be very effective law enforcers if we are law breakers,” he added. Lifestyle check Six policemen, whose names appeared in the mobile phones and notes of a drug group in Bohol, will undergo a lifestyle check. Superintendent Pablo Labra II, PRO-Central Visayas' Regional Intelligence Division (RID) acting chief, said these policemen are now being investigated. One is a high-ranking police officer, while the five are police non-commissioned officers. Labra said they will see if the salary of these policemen is proportionate to their lifestyle. Asked if low-ranking policemen could afford a car, he said they can, but probably on loan. “Dili kadtong mga luxury cars siguro (Not the luxury cars),” Labra said. The names of the policemen, he said, have also been sent to Bohol police intelligence units for background investigation. Their names were found out to be in contact with the group of the late PO1 Owen Rosales, who was killed along with his five companions in a gunfire last June 8. Rosales, police said, is the leading drug personality in Bohol. Substances The recent buy-busts by anti-drug operatives in Cebu City confiscated yellowish substances believed to be shabu, although they may be pure substances yet, Labra said. “Dili pa ni sinagulan,” he said, adding that dry, crystallized metamphetamine hydrochloride are adulterated ones. Labra said that according to their latest intelligence information, there is no shabu laboratory in Cebu, but instead these supply comes from Luzon. “Kung mas pure, grabe ang effect sa user (The purer, the more effect it has on its user),” he said. Call me bubba Posted June 24, 2014 Posted June 24, 2014 let me rant for a few moments, then i will go back to my cave, this . seems to me, another "feel good" or "let me help them" action.. ,, According to the Dangerous Drugs Act, said Utlang, said conducting random drug tests in schools is needed to determine the prevalence of drug use among students and assess the effectivity of school-based and community-based prevention programs. It’s also important to facilitate rehabilitation of the users and to strengthen collaborative efforts among different concerned agencies where will the money come from for "this treatment or rehabilitation"? if they cant fix the broken city streets or overcrowded class rooms. how can they be expected to "treat"? 2. they test 1000 students and get 3 or even 5 negative readings, even then it doesnt mean they are doing "drugs" in manila a few years ago, some person, implemented testing. and with the money that was spent, I recall ZERO.. reports of drug users, i think 3 students was a "HIT" but when retested it was ZERO. also "when I wanna be helpful" does this crusade. in the past . some member of his "extended"family just happens to have a medical drug testing business 2 Link to comment Share on other sites More sharing options...
