I thought it was a rather odd combination coming from a culture where you are expected to work your way out of financial trouble.

Where did you get that idea?

Bad writing on my part.  What I meant to say was that I was raised, and come from a culture and family (USA), where you are expected to work your own way out of financial difficulties.  One of the earliest lessons my father taught me was "In this life your success will depend on your own efforts."

He will also ask the Pope to pray the city out of bankruptcy.  I thought it was a rather odd combination coming from a culture where you are expected to work your way out of financial trouble

Not odd at all. This is a direct quote from my daughter's 1st year private college sociology:

"The Filipino belief in supernatural powers taught them to trust in prayers rather than hard work in the realization of their dreams. Success is considered as a blessing from above."

Yes. Many of the much religious Filipins "sit and wait" and expect the Christian God will solve their poverty problems...  :1 (103):

Same type of thinking make them NOT say "Thank you" when they get aid "because it's only corect people with more assets give, because he has got it from God" ...

So the Catholic church PASSIFY many of the religious poor Filipins, and support the RICH   :bash:

It was similar in Europe 150 years ago  "Do as the authoroty tell you to do. You will be rewarded in heaven.",      :1 (72):
