Police detained Nikolay Angelov and Svetlin Hristov while "detaching a keypad overlay on an ATM on December 25," Christmas Day, at 18:00 local time, the Inquirer.net website wrote on Friday. The two allegedly used their tool to get hold of customers' Personal Identification Numbers (PINs). This modus operandi "is used by Eastern Europeans for ATM skimming", an anti-cybercrime official is reported as saying. Angelov and Hristov are now facing criminal charges. The media outlet reminds of May's arrest of two Bulgarians for cloning ATM cards in San Fernando, Pompanga. One of the reasons I don't use an ATM card here, and only use credit cards for large purchases and then only at large cooperation type stores. Look at these 2 cases: Case 1: Anikow was a US Marine who was stabbed to death inside an upscale subdivision in Makati City in November 2012.The incident was caught on CCTV video.Four Filipino suspects were granted bail in February 2013.US Ambassador Philip Goldberg said they attempted to appeal the case but to no avail."Since that time, there has been a ruling in the case and the press didn't pick it up. Two of the suspects were not convicted of any crimeand two were convicted of homicide and given probation.Nobody has served a day for that brutal crime," he said in an ANC interview. Case 2: August 14, 2014 Two Bulgarian nationals have been sentenced to six years of imprisonment for installing a skimming device at an ATM in a shopping center in province of Pampanga in the Philippines. A spokesperson for the Philippine National Police, as cited by local media outlets and the BGNES news agency, said that the Angeles City Regional Court had sentenced Emil Stoyanov Mladenov and Lyuben Georgiev Kanev to six years and three months in jail. The case ended quickly after the two Bulgarians pleaded guilty to the lesser of the two charges. Apart from that, the court imposed a fine of PHP 20 000 on Kanev and Mladenov. The lawsuit was opened after the two were arrested by cybercrime police while installing a skimming device at an ATM in a shopping center on May 15. The Philippine National Police are investigating the possible participation of the two Bulgarians in an international ATM skimming ring and possible links of the two to a Romanian who had been arrested in the same operation of February 2014.
