Wonderful news for the Philippines' "less than desirable crumbling infrastructure" but, it's a loan and needs to be paid back eventually...

Japan might have to wait a very very long time for the loan to be paid. Many congressmen are very grateful for the money. Now they can plan their retirement.

I would assume that Japan will be responsible for the construction and that may be the saving point.

I have noticed the Japanese do a lot for the Philippines.  The SRP tunnel in Cebu was a loan from Japan.  After a disaster I frequently see Japanese aid packages being among the first to arrive.  They invest a lot in jobs and industry here like Mitsumi in Danao.  In short, they know what they are getting into and I have only respect for them.

Yes. And if I remember corect, it's Japan who has financed improvements of some of the baranggay roads. At least it was foreign financing of some baranggay roads in Misamis Oriental some time ago.

It will be a government bank developmental loan at concessionary rates and extended term, most likely (but not always) tied to Japanese involvement in the project. The Japanese do a lot of this type of lending. It helps bring in commercial bank funding on top.

Infrastructure like this also brings in a lot of developmental financial institution cash as well. Mind, they tend to have anti-corruption controls embedded in the loan terms so they might not be that popular in the Philippines...
