The U.S. Embassy Manila has the "outreach" program to take their services out to where U.S. citizens need them in other cities.  Many things that would require a citizen to travel to the Manila embassy can be done at the outreaches.  Passports, visas, SS and VA services are available.  Download the PDF on the link for a list.

FYI, usually the Embassy does this every quarter but had to skip a quarter due to personnel coverage. Also the Olongapo RAO has been able to get the VA to visit at least once per quarter too.
