Richard Forinash Posted January 21, 2016 Posted January 21, 2016 (edited) Hello, My name is Richard & I'm living here in the Lake Sebu area of South Cotabato & have been for 3 years. I was told by the Municipality in this area that I need to be a Filipino Citizen to receive my Senior Citizen ID card & I’m already 66. Wow I know of @ least 10 other foreigners & that was not requested or required of them. I have my Filipino Drivers License, PhilHealth card, ACR Card (Alien Certificate of Registration) & a few other ID’s & their was no Filipino Citizenship requested or required for those cards. I even emailed the Municipal Mayor 2x with no response from him. What do you suggest I do? I need to be a Filipino Citizen to receive my Senior Citizen ID card The above is correct, technically by law a person is required to be a Filipino citizen to be eligible for Senior benefits. Having said that, most of us either know folks or have heard stories about expat having them. As I am sure you are aware, some officials have a hazy knowledge of their own laws here and might just issue them out of ignorance or apathy. This reminds me of a time in a small cafe in the small town of Naval Biliran when one of the local dignitaries came in for a coffee. One of our more vocal expats accosted him and demanded to know why all the other expats in the coffee shop had Senior Citizen cards signed by this dignitary but HE was unable to get one. "B" was livid and the rest of the expats in the cafe were hiding their faces but the local fellow was calm and smiling throughout as listened to the tirade and promised to "look into it". Poor fellow left without his morning coffee. So what happened? "B" never got a senior's card and neither did any other expats in that town for a long time after that episode. For tho$e who ju$t cannot read between the line$ you are not permitted to have a senior CITIZEN's card here as you are not a citizen. Only once in Duma, was I told that tourist did not get discount; everywhere else I was granted one. I leaned here on forum that while it is mandatory for merchants to grant 20% to citizens they can and do extend that to whoever they wish.
