This is not without precedent.  Back in the day, the official US policy was to go hard on drugs but in Alaska it was perfectly acceptable to possess a little weed.  Not sure how many moved to Alaska to take advantage of that but if it was better publicized they might have.

 

 

It is now legal in the states of Washington and Colorado.  It was made legal about a year before I left Washington to move here.  I was never a user, and if I had friends who did they kept the knowledge to themselves so I have no real knowledge of availability, prices, etc.  I cannot say that I noticed any social impact.  I expect that it did help keep some people out of jail or from having an arrest record.

23 states have legal medical marijuana. It is less expensive than rec mj and quite easy to get a script.

I live in Washington State. It was odd at first seeing the shops openly selling weed. Last year I went into a local place had a informative talk with one of the helpful weed specialists. I smoked weed for a short time in the very early 70's.

The mayor and attorney general of Seattle has instructed its police to stand down on small time drug users especially Heroin addicts. There is a Heroin epidemic here now, I support this as the police are able to provide immediate aid for OD's and treatment centers. Many here now see Meth and Heroin for what it is a health problem. Drug sales is another matter.

Back to Philippines. Over the past 18 years I have seen a major change for the worst in most of Talisay Cebu attribute that to Rugby and Meth.

The only drug problem I have in the Philippines is that I have to be extra careful and lock the door every time I want to smoke a spliff, and be ready to flush everything down the bog at a moment's notice.

I have been told that Mountain province grows the best marijuana and that some foreigners who are partial to the stuff choose to live there, where it is somewhat more tolerated. Nice part of the country, anyway.

 

Moving onto the much much more serious matter of "shabu" - methamphetamine, cut with caffeine, this is a real scourge in the Philippines and I think that its available anywhere - certainly it is easier to obtain shabu than to obtain contraception. You can get shabu in Molave, Zamboanga del Norte, population 50,000, but you can't buy a condom. But I have the impression that it is just as common in Thailand, where I think it is known as "ya ba".

 

In both countries it has been, and in the Philippines at least, it still is, used by drivers of all types of vehicles (including public buses and heavy good vehicles!) as a way to stay awake.  Also used by dancers in girlie bars as a way to stay slim and keep awake and by both sexes as a recreational drug which heightens libido, much as a western teenager might take Ecstasy..

Meandering gently back to the question that Mogo asks at the head of this thread, I am sure that drugs are easy to come by in Dumaguete but they are easy to come by anywhere...

One of the most dangerous drugs man has every created. ;) Very few drug withdrawals can actually kill an addict....alcohol be on that short list, along with benzos and some opiates. If a drug can kill you when you stop using it that really says something about it's effects and toxicity on the body. Alcohol changes much more than just your personality when you get high on it. Moderation and self control is key when putting any toxic chemical into your body. ;)

as someone that has had family die from cirrhosis and bad moonshine; i believe alcohol is far worse than maryjane. I was athlete in high school and played rugby in college.(hand injury cost me from dental school) I have been around a lot of woman use mj before sex. They said it made them more relaxed. (maybe i'm that ugly.

) All I know is i never heard of someone smoking weed and doing somethingstupid. i had asthma as a child so never smoked.

So I Googled:  Stupid things you have done while high and one of the comments seems to address your statement:

 I always have the feeling that I've done dumber things, but can't remember them.
