Can a felon(US) marry and live in Cebu

I saw this question posted on a friend of mine's website. I thought it was an interesting question and am curious as to what the answer(s) you guys come up with since a lot of you are in the Cebu "metro" area.

Makes no difference as in Cebu or anywhere in the Philippines, the law is country wide not city wide.

If he has any Warrants outstanding or is under Interpol's Nose he won't get an NBI Clearance. If he has been here for less that 6 moths he will Need a clearance from His own Country, They are getting Tighter on a lot of things now. Good Character is one of them

If he can leave the USA (not under parole or house arrest of electronic tagging), he can marry and live anywhere.

He will not need the NBI Clearance to get married. He would be ok sticking to tourist visas or balikbayan. He might have problems with the NBI Clearance, but maybe not also, if applying for Permanent Residency.

And I have a copy of the requirements from City Hall Magsingal. Not mentioned.

Thanks for the responses. I never thought about it before, no idea what kind of background check has been run as I have nothing to flag on one.

Having just gone through the marriage checklists myself (Valencia municipal checklist for license and Valencia Catholic Church for church wedding), there was no line for nor did I get a NBI clearance. We had one ran for my asawa (as of next Saturday), but that was for her passport application (which was approved and we have now).

Is your friend already in Cebu or in the US and planning travel to PI?  If he does not have a passport yet, it could be a problem.  I guess it depends what the felon is.  Also I do not know what the new passport readers at immigration flag.  If it reads criminal history/ felons, he may not be allowed entry upon arrival.  This I do not know, also wondering.

This is what I had to get done in 2012. Requirements are changing all the time so maybe now it is a requirement for an nbi clearance which maybe all the local offices are not aware of.

7A I HAVE PUT AN ATTACHMENT WHICH YOU HAVE TO FOLLOW TO APPLY FOR THE LICENCE. THE 2 THINGS WE HAD TO GET WAS A CEDULA  P46.20 FROM CITY HALL BY MAGELLAN`S CROSS AND BARANGAY CLEARANCE TO MARRY P50 FROM YOUR LOCAL BARANGAY HALL.
8 LICENCE TO GET MARRIED FROM CEBU CITY HEALTH DEPARTMENT I HAD TO GET MINE HERE I TRIED TO GET IT ELSEWHERE BUT WAS TOLD NO CAN DO. COST P100 + p1000 for the forms to be verified. AND P50 TO PAY THE WOMAN WHO GIVES YOU THE RECEIPT TO PICK UP YOUR LICENCE. THEY KEPT MY GIRLFRIENDS BIRTH CERTIFICATE AND WOULD NOT LET US HAVE IT BACK. I WAS TOLD THEY ALWAYS KEEP IT SO JUST BE AWARE OF THAT. YOU PICK UP YOUR LICENCE 10 DAYS AFTER IT HAS BEEN POSTED ON THE NOTICE BOARD.( WHEN YOU GO FOR MARRIAGE GUIDANCE ON THE APPLICATION WILL BE POSTED ON THE BOARD THE NEXT DAY FOR 10 DAYS. THE DAY AFTER 10 DAYS IS UP YOU CAN COLLECT THE LICENCE)

What a lot to go through.  Was it worth it?
