I thought it was an interesting question and am curious as to what the answer(s) you guys come up with since a lot of you are in the Cebu "metro" area. If he has any Warrants outstanding or is under Interpol's Nose he won't get an NBI Clearance. If he has been here for less that 6 moths he will Need a clearance from His own Country, They are getting Tighter on a lot of things now. chris49 Posted June 24, 2016 Posted June 24, 2016 If he can leave the USA (not under parole or house arrest of electronic tagging), he can marry and live anywhere. He will not need the NBI Clearance to get married. He would be ok sticking to tourist visas or balikbayan. I never thought about it before, no idea what kind of background check has been run as I have nothing to flag on one. Having just gone through the marriage checklists myself (Valencia municipal checklist for license and Valencia Catholic Church for church wedding), there was no line for nor did I get a NBI clearance. I guess it depends what the felon is. Also I do not know what the new passport readers at immigration flag. If it reads criminal history/ felons, he may not be allowed entry upon arrival. This I do not know, also wondering. Convicted felons may apply for a United States Passport, but the application is subject to compulsory or discretionary denial based on certain disqualifications. Federal law disqualifies convicted international drug traffickers from obtaining a passport. Felons are further disqualified if they have federal arrest warrants, unpaid loans while in prison abroad, if they are forbidden by court order to leave the country or if they are under a release program for felony drug charges.
