I've been corresponding with Jim Boyd, who some of you may know is an IRS approved agent to issue ITIN's in Angeles City.

The IRS in US required original passports from my asawa and her daughter and rejected the W-7 forms.  So according to Jim Boyd, I have to have both my asawa and step daughter (since she's not adopted) present the W-7 forms and my 1040 return in person.

Not sure why my asawa can't sign for her 5 yo daughter.  I would think you'd have to be at least 18 yo to have valid signature.  So looks like we'll be making trip to Angeles City next month.  Fortunately, it's only a 2-3 hr drive from Cabanatuan.

The fun part will be when i return to Philippines in September, I will have to bring my new born baby boy to USEM for filing the CRBA and obtain US passport for him.  I'm in the process of sending the necessary forms to USEM and hopefully can schedule appointment upon my return to NAIA.

Does anyone know if I can also get him his social security number while at USEM.

I'm also hoping to schedule tourist visa appointments for my asawa and her daughter.  I originally filed I-130 last September, but since I'm going to be resident here and already have ACR tourist card, but will file 13a after return.

Since all the property is in her name, plus she has maintained a sizable balance in her BDO and RCBC accounts (over 100k PHP for over 6 mo's).  I'm hoping with property papers, bank statements and other supporting docs will be sufficient to get tourist visa approved.  Seems to me she has enough compelling reasons to return.  I do understand my presence is not required at her visa interview, but I will go anyway in case the CO has any questions for me to support my asawa's case.  

If anyone has an answer to my strategy, I know the forum members usually give the best advice.

You can also get her passport "Red Ribbon" at the DFA. That's what we did and sent it with our 1040 for our 2015 taxes. IRS accepted it and also sent her itin number.

Only in Manila DFA Offices tho. We were in Iloilo and had to use DHL as they provide the service for a small fee.

I was not quite sure what the Red Ribbon service was so I looked it up.  Ram, why did you feel the need to Red Ribbon her passport?  Just for extra insurance that the IRS will accept it?

Sander, are you saying you used Red Ribbon too?  If so, what for?

You can apply but the card and number will be mailed from the U.S.  I think someone said previously that you will need a separate appointment with SS.

Your step-daughter is a Filipino citizen and you are claiming her as a dependent?  I did not think this was possible but please let me know if it is, as I have a 12 year old step-daughter by my wife's previous marriage.  I'm not sure what legally makes her my step-daughter other than the fact that I married her mom.

DHL provides the Red Ribbon service by transporting the document to DFA in Manila and then returns it too?

Yes. You take them to DHL office, pay their fee+a fee for every document (DFA fee). They take it to Manila, have it Red Ribboned and then return it to the DHL office and send you a text msg to pick it up. I think it was 500pesos for DHL fee and 150 per document (or something close to that). Our 3 documents costed about 900pesos and it took them two weeks.

Had my sons birth certificate red ribboned (so we can apply him an Estonian passport) and fiances birth cert and certificate of not being married, so we can get married in Estonia. The Filipino documents are just a piece of toilet paper if you dont have them red ribboned and you want to use them overseas.

Once i got the red ribboned documents, i sent them with DHL to my mom in Estonia. She took them to Estonian foreign ministery to have them certified again... Been waiting for that now 3 weeks or something. They said that Philippines is very very slow in providing signature samples....

Good to know!  I hate Manila and that is relatively cheap.  By coincidence, I just met the manager at my local DHL a few days ago and gave him a souvenir from my former life.

I think the daughter would still be a dependent. Might have to get them a TIN though. Not absolutely sure though, I'm not to that point yet and I have enough tax issues to keep track of I don't need to go looking for any more just yet.

I asked my CPA a while back but that was before I was married.  I will double check now.
