You will get stuck with a minimum deposit of $500 to open a USD Acct. Of course you could immediately close it, but perhaps have a word with the bank manager about what is your intention. A cashiers check in dollars comes with a hefty surcharge of around 2% and I would avoid that. Quite high if someone in the Philippines is aware you are carrying that amount of cash. Of course you know that. A few years ago there were armed robberies going on outside banks in Makati.
