I had a link to the FBI page to do a criminal history check on yourself - but I just tested the link and it is dead...

There is an FBI attache at the Embassy - maybe they can help?

How long have you been here? You may (can't remember if it applies to SRRV or another program but worth checking) not need US clearance after being in the Phils for 6 months, you would need NBI clearance instead. Check with the Philippine Retirement Authority (PRA), they exist to help with SRRV http://www.pra.gov.ph/

The Philippine Retirement Authority (PRA) has staff trained to help retiree's apply for the SRRV. I know someone personally who was able to get his veteran SRRV in only 3 months. The PRA staff walked him through the process including getting the red ribboned criminal background check from the US. Contact the PRA and ask for contact info for a PRA specialist in your area.
