Multiple entry visa

I contacted the Philippine embassy here in Australia to find out about getting a multiple entry visa, yes they do issue them for 5730php, after your second visit i.e. Do an initial trip  on a entry visa obtained from them, then you can apply for the multiple entry.

The bottom line is that you are only allowed 59 days in on any trip.

So I guess it is a matter of gathering all of the different methods of staying in country put them on a spreadsheet and see which one is the more economical, then compare them all to a retirement visa where you lock your money.

Or has someone already done this?

That makes it valuable for a small few people who visit more than once a year (you did not say it but I am pretty sure its only good for a year).  Unfortunately you need to stay longer than the free 30 days, (or its not worth payin' for a visa at all), and less than 59 days on each visit which limits it to only a handful of people.

As dave says, if you are in and out every month, you don't need it, if you stay more than 59 days you will need to leave, or I suppose change to tourist visa?
