This was in Rappler just now:

"MANILA, Philippines – A sister of actress Maritoni Fernandez was found dead early Saturday, September 10.

"The Philippine Star reported that Ma. Aurora Moynihan was shot dead around dawn, her body found in the corner of Temple Drive and Giraffe street in Barangay Ugong Norte in Quezon City, according to police officer 3 Anthony Tejerero.

"An Inquirer report says that Quezon City Police District's Guillermo Eleazar said that the victim was the sister of the actress Maritoni Fernandez.

"Moynihan was found with a placard that said, “pusher ng mga celebrities kasunod na kayo (pusher to the celebrities you are next).”

"Manila Bulletin posted a photo of the placard taken by the QCPD PIO on Twitter

"Moynihan's case is undergoing investigation. Her family has yet to issue a statement. "

I believe I am right in saying that the Hon, Aurora Moynihan had dual citizenship. If that is the case, the British government will take no action in the Philippines, but since she was related to a member of the house of Lords who, as a Conservatve MP, was the Secretary of the Conservative Foreign Affairs Committee, HE the British Ambassador may perhaps be asked to file a report into the circumstances of her death. (I am not saying that she wasn't a user or a pusher, as i didn't know her, and rumour says that she was, but she did hold British citizenship)

Just to move things along on the line I expect you are heading. She was a Philippine national and I presume she was acting in her persona as a Philippine national in the Philippines as a British national would have fewer privileges in the Philippines.

I seriously doubt you could reasonably claim she was a foreigner killed in the war on drugs.

Seems like a high profile case.  I wonder if Duterte expected or cared that the untouchable higher ups would be included in his death squad crack downs?  This could get interesting.

So, anyone who has a bone to pick could have someone killed and then place a placard on the body that would read " Drug Pusher".

Ed, you seem to miss the fact that this has gone on for a long time, before Duterte. Does the fact that someone may leave a placard now make it worse than before? Oh my God! Someone left a placard! This we must stop!...so we can go back to it happening without placards?

Here in Davao City, bullet riddled bodies with placards  have been found before Duterte was president. This is where the DDS got it's start. Duterte's war on crime began long before he became president. 

Worse than before???  No, not worse nor better. I'm just saying that it could be used as an excuse to have someone murdered, guilty or not guilty.
