Not in Philippines.  Boat, bus or plane they will leave early late or on time as they see fit.  You have to adapt or miss planes, as you found out.

What about school classes? Job? As far as a bus, I have seen more than a dozen, broke down on the road, bleeding fluids from undercarriage and the people calmly waiting with their luggage next to the bus.

Vehicles departing too early is a quite common thing on the Philippines. Once we had luck to catch a ferry that was departing one hour too early. Other times there was flights and bus departures being a half hour too early. In all these occurances it had been so that the flight or bus was already full.
