Lots of people selling them now.  I doubt that most buyers get an LTO authorization because they have waited so long.  There are guys that go to car rallys and sell them on the spot.

Some dealers might be doing what you said, as some of the pictures on OLX have dealer names on the plates.

I have a plate with the dealers name and for registration. I might get a plate made up at the side of the road to save any hassle.It is ridiculous that this problem has been going on for so long at least 5 years that I know of.
