Maybe Bob Dylan's "Blowin in the wind" is more apt. With the number of unemployed in a country of 100 million, the Philippines could field all the troops they need. What the Philippines could use is some accurate intelligence that doesn't make it to the enemy before the people briefed by the government hear it. Outre' concept, I know! This to me has always been the problem at the Top, they all want the Job and the badge but seem sometimes reluctant to actually do the Job JMHO but............
