It happens all the time, at BI, at BDO, at PAL, at SM, at Prince, at casinos, at restos, etc. They don't speak English in the Philippines. (in my part of Negros anyways)

Why do we pay 700PH ECC fee after 59 days? I thought that we had to pay 1,000PH after staying 6 months to 1 year.

I let my wife do the talking at NAIA when we left last December. At was at 11 months and BI charged me p400 or 500, can't remember exactly but was lower than I expected) for my ECC. The way he said it though sounded like he had flexibility to charge much more. Not sure why he 'could' charge more, didn't ask as I didn't want him to change his mind.

OK, they charge 700PH after 59 days ECC fee, then if you do stay longer than 6 months, they charge you the balance at the airport for the ECC but if you do not stay for more than 6 months, the 700PH is an extra payment for nothing. Did you show your receipt? They used to write the fees in your passport before but not now.

hmmmm, I did not show the receipt but there was the paper stapled in my passport. Once over 12 months you have to go to a full BI office and to get clearance. The way I have reasoned it is they do half the check for ECC when they do your ACR and that is good for up to the 12 month point, over 12 months and the entire ECC check has to be done. Therefore the different locations and price. No idea if I am right or not but keeps me from thinking about it any more.

I tend think you mean They Won't, this is one of the things that came out of the one Island region Debate some time ago, both ends of Negros want theirs to be the Official language but it should be English, that is the official Business Language, Rule breaking EH? well I never;

 Not the start of an Argument but a Hint that the the Lady in Immigration should never have addressed your Wife as it was your Extension

bending Rules are one thing But................ To work for Immigration English is a Must. (Otherwise they would need so many Learned languages) So as all the Forms here are in English, If they can read it they can speak it  Same goes for Banks etc

Yes, I know that she can speak it but she chooses the easier method, same as you say in France and Spain (in Quebec too). It annoys me to the point that I sometimes say to my wife in front of the person that I am talking to: "Ask her this or that" That way it gives her time to think of the answer.
