The attached email is that announcement. It will become effective on 1 Oct 2017. Please take the time to read it fully. For now we are not going to go into great detail on it. Our main goal at this point is to assist members in getting registered with FMP We will assist you in getting the registration sent to FMP. It is recommended that if you have your VA rating letter you bring that along, as if not submitted it will take longer for you to receive your FMP letter which is used to seek treatment. Please do not procrastinate in getting registered, 1 Oct isn't that far off. If you wait until Oct, you may be out of luck in them paying for your care if you are not registered, and in this case procrastination will be very expensive, and it may become a life or death situation. I'm not above begging you to get registered, but if that is what it takes I will beg you. I like my friends breathing, versus the alternative. We are doing some behind the scenes negotiating to help our Vets with getting treatment and having the provider file claims and seek reimbursement for that instead of you having to pay up front, more on that real soon, that email will also go over the program and answer more questions you may have, I have requested VA to hold a teleconference on the FMP with the leaders of the service organizations, so we can give you the most accurate and up to date info, so please hold your questions until then.. VA Manila will no longer be issuing LOAs, pre-authorize treatment or reimburse Veterans for care received outside the VA Manila Outpatient Clinic after September 30, 2017. Under FMP, Veterans will pay for treatment and submit official paid receipts with admission and treatment records to the address provided on the fact sheet. Local community providers also have the option of billing FMP directly for reimbursement. This program requires no pre-authorization or letter of authorization (LOA) before visiting a community provider as long as the medical care received is for a VA-rated service-connected condition. Treatment for non-service connected medical care is at the expense of the Veteran and cannot be reimbursed by the FMP. Veterans living in the Philippines who choose to receive outpatient care at the VA Manila Outpatient Clinic can do so for their VA service-connected conditions. The clinic will continue to provide primary and specialty care, medications and refills ordered by a VA physician and performs laboratory and other ancillary tests in the clinic at no cost to the Veteran. When a service, procedure, test or specialist is not available in the clinic, the Veteran will be advised to seek treatment in the community, pay for treatment and submit official paid receipts with admission and treatment records to the FMP to be reimbursed. The Veteran’s community provider may also choose to send a bill for reimbursement directly to FMP. A service connected Veteran may be treated for non-service connected disabilities within the limits of the outpatient clinic, as stated in 38 U.S.C. § 1724(e). Follow up services required for non-service connected conditions that are beyond the capabilities of the clinic, will be the Veteran’s responsibility, including obtaining services and paying all related cost.
