They are not a fire hazard once they are removed from the suitcase. If they are just in a separate bag they pose no hazard.

I think the hazard is exploding batteries so makes no difference if just in your hand or in the hold. The battery may still explode. I guess if there in the hold and catch fire they cant get to it to extinguish.

The difference is that in the passenger compartment people will quickly identify that a battery is on fire or overheating and can deal with it. Do the baggage areas of airplanes have fire suppression?
