Not trying to confuse the issue but there is another type of availment called De Minimis.  If the shipment is less than PHP10,000 anyone can ship and it will not be counted as an availment under the Balikbayan Box privilege.  See the last paragraph in the first section of the BOC Information Sheet I linked earlier and again here.   http://customs.gov.ph/wp-content/uploads/2016/10/Balikbayan-Information-Sheet.pdf

It would seem that anyone could send as many boxes they wanted under the De Minimis availment as long as the value was low.  Then sending more higher value items under the Balikbayan Box privilege.  However, the big question is still is, will they follow these new rules and for how long?
