It's not a new change as it's been some time since I posted it somewhere but I guess if he has internet connection or prints out the page he can show the airline. Either way not sure about the US but he maybe be leaving it a bit late to renew before the 4th of Jan. Anyway the topic was not about entering the Philippines it was about exiting but we have looked at both.

That is very good advice to have a printout or bookmarked page, citing these regs, since I just watched a youtube vid the other day posted by an upset ex-pat whose wife wasn't allowed to board to the USA since the airline employee erroneously thought that the woman needed a round trip ticket to the USA and refused to board her.... causing her to spend 48 hours in the terminal to get it straightened out and put on another flight. I might have a few of the details wrong, but the point was that some airline employees here may make a wrongful decision that can cost your time, money, stress, etc. unless you are prepared to educate them on the spot.
