It will be interesting to see if the ECC requires an express lane fee in the near future. A year ago it took about an hour and a half and there was no express lane fee for it. I am retired and have more time than money, so if the BI charges me substantially less and then screws around keeping my passport for 2 weeks as a penalty then I shall smile and say thank you. If your notice of Express Fees being optional is to be taken at face value then it is a win for all. But I shall not hold my breath because sometimes the option is: Take it or leave it! No, no. Not me. 2 weeks is plenty of time for a so very important item to get misplaced. Not going to say where, or what country, but, I have seen how some locations handle passports; bundled in stacks, in baskets stacked on floors, counter tops, etc. I have never had a problem with the 'express lane' idea. Although I was not there but was told by someone who was last week at Cebu BI office an older guy who traveled from Consolacion to renew his visa but did not know that he could not take his passport with him there and then went off. Demanding, yelling and trying to get into offices. As in his case it cost money for the extra trip so does not suit all.
