So I do not see how anyone is being arrested for just hanging outside at night.  What am I missing here?

Thanks I had no idea the parking attendants were called that.I didn`t think it was anything to do with dogs.

We had a few around here that were arrested for selling meth, but for the most part they seem harmless,,,but like you say,,who knows
