However, we had to make a new letter because it needed to addressed to the commissioner AND the Balanga lawyer heading that office. We had that done across the street but still it was not notarized. Raining cats and dogs here too! I'm going by the BI check list document requirements for conversion to 13(a) permanent resident visa: 3. Joint affidavit of continuous cohabitation of applicant and the petitioning spouse. In the instructions it states: 4. All sworn statements or affidavits must be original and duly notarized. The joint letter to the BI Commissioner does not require to be notarized.

As we know that could change if somebody reads this days/months from now. It is an item the BI staff will specifically check to see if notarized. #3 being notorized is likely not subject to the interpretation of individual offices. The screening officer who originally collects the documents and the BI lawyer both can be expected to look at the notary info for #3 above before. Not worth the risk of not notarizing for such an easy task- thirty minutes with private attorney and a few hundred Php. Strange, I don't remember doing that cohabitation document.
