When rules don`t work

I enquired about Barangay clearance at the the local office yesterday and was told that you need to be in the barangay for at least 6 months to get clearance..Fair enough.What should I tell the BI when I am late reporting in the new year.

When you buy a new vehicle you are not supposed to drive without registration or plates.Fair enough.Why don`t you have the plates or the registration readily available.

These are 2 rules which don`t work here through no fault of anybody except those who are supposed to sort these things out.

I for one get very frustrated when I am forced to break the rules because they(the rules) have not been thought through properly.
