If issued citations, they would spread them out for insurance and license suspension issues. They passed laws to stop the practice. State DMV databases were likewise linked and the practice has stopped. There is an old story about three Japanese students who were stopped for speeding. The driver and companions could not speak English so the officer had them follow him back to the station. They got someone from the community who spoke Japanese. When asked why they were speeding, the driver replied, "We were not speeding. The sign said '101' (miles per hour)" The driver was let go with a verbal warning.
