My good friend is a nurse in a province and she's burnt out with stress. There's no PPE, little testing and no specialist equipment anyway. All of her colleagues are also on their last legs and ready to resign. I think if there is a vaccine unless it is free and they herd everyone up like sheep to give it to them it will just continue. Somehow I can't see them doing that to over 106m people who in a lot of cases would rather go to the local faith healer.
