Easy to get evidence to show someone broke the law, harder to get evidence to show you didn't. Every time I have heard a foreigner getting in trouble it has involved breaking one law or another. Owning or running a business with a tourist visa, dating a married woman, getting drunk and fighting with a kop, overstaying your visa ad infinitum. If you need an example of drawing attention to yourself, for years and years read James Musselwhites posts. This guy has been fighting the system using legal means for years now. For me, staying under the radar means not attracting attention for negative behaviour i.e. don't get drunk and be loud in public, don't get mad at people even though they often deserve it, stay away from places that are 99.999% full of locals and where you're the only foreigner etc. That's what I mean anyway. As for foreigners only getting into trouble when they break laws - i won't dispute that but i'd say any bad behaviour here can be matched with some law or other so not hard to break the law here. The test is would a local be arrested for the exact same thing? Most of the time yes, but always? I'm not sure.
