The statement even states that they are continuing to operate under existing guidelines.  The existing guidelines clearly state that spouse and children of a Philippine citizen are allowed entry, as well as permanent residents.   Very confusing indeed, but me thinks you "should" be able to get a BB stamp on arrival.   You should probably call the embassy to verify.

I would certainly hope that anyone paying that much for a SRRV would get to come back...

As an aside, I went into my local BI office here in Cagayan de Oro about three weeks ago to submit my 13A application. They said they were unable accept it for process as the Manila office were closed. (13A’s are processed in Manila)

Following this latest announcement I went to my local office again this morning on the off chance and it was accepted, as Manila are now processing all applications again.
